Reasonable until the officer comes by and tells you to move your vehicle. At that point, you have been there too long and are violating the rules. If you continue to leave your car there, you get the ticket and have to pay it.

So, apparently at Dulles, departures is a car bomb scene waiting to happen, while it could never happen at arrivals.
Don’t be an A-hole and hang out at arrivals OP. Circle or wait in the cell phone lot. And YES, pay the ticket. It’s a post 9/11 security related offense at an airport in DC near the Pentagon. It may take a while, but having it outstanding will catch up with you. Don’t have it be something like getting flagged at security when you fly out of Dulles.

I am really confused by this grandma who seems to have made it from drop off to the gate and then from the gate to baggage claim where, suddenly, she has lost all ability to navigate and needs to led around by children.

You pulled up and sent your kids inside to find their grandmother, which probably took a fair amount of time. And then grandmom, understandably, took a whole to walk out.
The curbside pickup is intended for people who are already there waiting. Not for those that have to be found inside first. You could have dropped off your kids and had them walk grandma out while you did another look of the airport. They could have found a bench to wait on if it took you longer than it took them.
In addition to being a security hazard, cars just sitting there and waiting around for passengers who are still inside the terminal really screw up the flow of traffic for the rest of us.
This. You should have parked and gone in to get her.
And then made the elderly woman walk all the way to the parking garage?
Or use a wheelchair, or help her to a bench and then go get the car and bring it to her.
