Both Duke and Brown are fine schools. Look at the weather and where she'd like to end up. There is some regional bias to all schools. The Research Triangle is a great place to live and work, so if she's interested in working there, I'd choose Duke. If she wants to be in Boston, choose Brown (it's in Providence, but is close to Boston).

Duke is still #16, T20 for undergraduate engineering, and it's T10 for overall undergraduate education.
My choice is Duke.

This is exactly what I was thinking. Crunchy/granola versus preppy. Which does she prefer? Both are great schools, but totally different.

You have obviously never been there.
I went there. It's not Reed, but Brown will definitely more crunchy/less preppy than Duke. Also much smaller Greek scene. So it really depends what your kid wants.
