Perhaps opening indoor ranges where residents can practice throwing canned beans at targets would help. A separate area can be designated at the range for people to practice spraying wasp spray into the faces of attackers. Don’t be a victim.

They aren't so great about wellness checks - I once saw two homeless guys in an all out brawl, blood was drawn, cars dodging them as they fought on the sidewalk and in the street... I called the homeless hotline and told them what was going on, they were like "and what would you like us to do about it" - I was pretty damn frustrated after constantly hearing "don't call police on them" so I told the hotline operator "I only called to give you a heads up so that if you actually care, you'd send someone to try and intervene, because if nobody does in the next 5 minutes, my next call will be police." I ended up calling police. Fck it.

No. Apartment buildings shouldn't need more security, police should do their job.
It is pretty crazy that he apparently slept in their lobby all day, defecated on the floor(!) and no one called the cops. They must just not have any security in the building at all.
The social norm that has been established is that calling the police on a person of color who is engaged in anti-social behavior is inviting police violence and potentially death on them.
The other reality is that only the property owner or their representative can trespass someone from a building. So if you call the police, they may only come if they have committed a crime.
I called the police once about a homeless man in a tent on the corner of our town harassing people. The policeman who picked up the phone yelled at me and said “where do you want him to go?” I told him that I pay a ton in taxes every year to the county and those taxes pay his salary and that when people like me leave the area due to this crap, his job will definitely be in jeopardy. There was no response and the situation was addressed.
Cop probably put him on a bus to the nearest big city to make it someone else's problem instead. A huge number of DC tent dwellers aren't originally from DC and already shuttled from place to place.
In DC you can call non-emergency 311, as well as a number for homeless wellness checks. BTW, cops also have access to this, so not sure why he was being such a prima donna. If the person is threatening. by all means call the cops.
I once called 311 because I was concerned about the unhorsed person’s wellbeing. I can’t imagine a situation in which I’d call 311 to have any person removed from standing on a public property. It’s a free country last time I checked.
