For a fancy party, people will sometimes bring shoes to change into and wear at the party. Also common to bring slippers to wear at someone else's house.
For work, in winter most people leave or bring a pair of "indoor" shoes to change into, and kids have indoor shoes they keep at school.
Even my dentist asks you to change out of boots in the winter - they provide slippers and those paper booties things.
Well, sure. Traipsing around in the snow wearing proper winter boots, and of course you'd take them off when coming inside. Same with mud in the spring and whatnot. No argument here at all, but that's not really what we're discussing here.

Why don't you also ask them to remove their clothes and give them a paper robe to wear. We sit on chairs in restaurants, Metro, offices, etc., and our clothes are just as dirty as our shoes. Do you see how ridiculous you are?
