These local restaurants don' t have a lot of margin for profit, and here is someone publicly badmouthing them all over social media over a cup of water. Even if the OP wasn't the one who spread this to Tom Seitsema, the VA Foodies Facebook group and Reddit, it is obviously causing a big stir that the shop may not be able to endure long term. Over tap water.

The shop brought it on themselves. If they don’t how how to be smart businesspeople whose fault is that? Stop blaming others for everything.
I think fundamentally you don’t understand that when you serve food in a dine-in setting, providing water is the norm. If it was a dedicated coffee shop or just a drive-through or a stand-alone coffee truck, it would be different. If the store wants to create an additional revenue-stream by selling bottled water, that’s fine but does stand out compared to other places.

The waste aspect will likely be gov mandated, especially in a place like the Town of Vienna. I’d get used to it. They state they will happily fill your refillable bottle with filtered water. If you don’t like it, go to Starbucks. Plenty of others will happily go there for breakfast burritos and better (but not great) coffee
