Many people have had and continue to have - gasp - sex but practice monogamy with a person who is not part of a risky sexual network--someone with sequential and/or concurrent sex partners. That doesn't by any means totally prevent, but it does help reduce the risk of getting STIs.

STIs are prevalent because of the lack of sex ed, as well as a societal attitude that sex is something shameful and hidden, which discourages direct responsible planned behavior and assertiveness. Again, look to the Netherlands, where extensive sex ed and an attitude of openness and responsibility has resulted in a much lower unplanned pregnancy and STI rate.
