It’s not even the tariffs on China, it’s the erratic behavior, why would any business based abroad make any investments here in this environment? How do you plan in this environment when it’s always some new problem every day.

They are making it up as they go along. Don’t think about it too much.

It was that but also a negotiation tactic to get countries to lower tariffs (which obviously is completely at odds with the goal to onshore) and at least one or two other things. Everything is in conflict and nothing makes sense. In case anyone forgot how insane his first term was (apparently lots of people), this is a good reminder.
