FBI refused to say that there were none.
Can we infer that they have enough evidence to suggest that there probably were?

Could be both. Her theory is that FBI NYC is influenced by Russia in order to help cover up Russian mob's money laundering. I'm inclined to believe that most sane people are more motivated by money than by hatred of a former FLOTUS, but it's hard to know. If the agents hated Clinton to the point of insanity, then it could be enough, I suppose.
I suspect, though, is that part of what makes PTB crazy about the Clintons is that they are a little bit dirty and greedy, but they are not truly corrupt and affiliated with organized crime or easily bribed by someone nefarious. That, incidentally, is why they always end up looking shabby. They are actually not particularly good at corruption...they have just done enough to serve themselves, not build an empire.
