I would think the construction companies won't take on the liability while its being held up in court, and a presidential pardon only applies to federal criminal offenses (not to mention the reputational and financial harm being attached to the project would mean if its subject to post-Trump litigation). And the number/variety of contractors needed for this type of effort is huge.

I'm thrilled that there has been a stay in construction. I hope construction can be delayed enough to kick the project into the next administration. The White House is a historical treasure and should have someone with taste making design decisions. Right now, he's torn up a granite walkway intending to use black marble for the base of the West Wing Colonnade. Marble is a terrible selection for outdoors. It is porous and it scratches easily. It will need to be redone in ten years. I hope today's judicial order prevents him from finishing his little walkway. I think Trump planned to bug the new bunker so that future presidents' secrets will be heard by our enemies. Do the architects and every construction worker have TS/SCI clearance as they should?
