Congressional Republicans are cheering on the fact that Trump will ignore parts of a bill they will have just passed (in order to "fix" the parts they don't like) on partisan lines without a single Democratic vote. Article I is dead.

States with low payment errors will be penalized and make it more likely for people in those states to lose SNAP.
