Someone videoed it, instead of stepping in, likely because of moral turpitude or fear of being beat up him/herself. I doubt they were thinking, "wow, this is jut like that marine who killed a loud dude. I better not intervene."
Taking video is what I would do. I'm a woman and there's no way I could restrain a violent adult. Getting some video evidence with the perp's face is the only way I could help.
Not me. They end up back on the streets the next day and I'm not going to be publicly called a witness.

Outreach = services, including mental health services
He certainly needed mental health services but we have no real way of requiring it of those who need it but don't use it.
