Other alternative is gas up well south of NYC, continue through without stopping anywhere in the NJ/NY/CT metro area, and not stop again until I am in and around Hartford.
Have to stay overnight and staying with my sister. No way I'm going to a hotel

I'm in a reasonable state of caution, as per the bolded in Fauci's statement. He's begging people to make the necessary changest NOW. I will listen to Fauci, not you.
I'm not asking you to listen to me, just asking if you have actually looked at the website you posted. It has some really practical advice that goes beyond that one statement you are focused on.
But if you're not comfortable driving to NY, don't! No one is forcing you to go and it seems like it would be better for your sanity to stay home.
