Let's say he touched her hair shoulders or neck in the creepy but non-sexual way people complain about. In 1993, is that sexual harassment? I don't think so.

Depends on how often it happened, whether he was told to stop, etc. The law, post Anita Hill, was clear. I’m not sure whether Congress was still exempt then.
