You are way short of 11 republican votes to pass the senate. Only Lindsey, Flake and McCain are certainties.
And it has zero chance in the house. Now the WH has shut the door on DACA until the #SchumerShutdown is lifted.
Until schumer, you have literally named people responsible for the shutdown: the Senate GOP leadership, the Trump WH, and the GOP house leadership whose balls are in a vice courtesy of GOP House factions.

It includes funding for border security, no way in hell the leftover, normal Republicans vote against it. It would still enrage the Stephen Miller send-everyone-back-on-buses caucus which is why they won't bring it up.

See below. Ryan has nothing to gain politically by crossing Trump, the Freedom Caucus and the Racist Caucus (Steve King, Gohmert, etc.) by allowing Graham-Durbin to come to the floor for a vote. It would effectively put an end his Speakership.
So you are basically admitting that the Speaker of the House is willing to sit on legislation in order to keep the government closed. You are making the Democrats case perfectly.

Legislation comes from the Congress. If the Congress refuses to bring bills sponsored by the executive to the floor for a vote, then you force the executive to do what they can be legal means via Executive Order. That is why Obama signed the DACA EO. If Speaker Ryan had been willing to work with Obama at any step of the way on these issues, we wouldn't have had 6 years of presidency by EO, now would we?
No. The president is supposed to enforce the laws that exist, not make up his own.
