In GA Directors must have B with a documented plan to get A within 18 months and coaches must have C with a documented plan to get B within 18 months.

coaches want good players with results. If coach needs to keep bringing players down that gets annoying for all involved. Now maybe the right package could entice those players to come down and stay down. From a marketing pov it would bring a ton of eyes with two players consistently getting called up on one team from a recruiting/scouting pov.
