This oart to me was the weirdest thing Vance did, and I think really telling about his personality. He was describing what was clearly a really, really terrible time in his friend's life. (Query whether she would agree they are friends, but that's another question.) He is using that awful period in her life to score points for himself. (Because he's basically a user/self-promoter.) And, even worse, his whole point, that he thinks is such a wonderful point, is that he and Republicans just need to EXPLAIN better to women like her why they really don't need abortions. He is so arrogant -- he thinks he just needs to mansplain to women, and then of course they will agree with him. He totally doesn't get that this young woman was trying to educate him, and increase his understanding'empathy -- his take-away was that she needed to listen more to HIM.
That is your take on abortion. Not everyone thinks that woman having abortion is a terrible thing. For many woman it is liberating. He did not say his friend NEED to listen to him, he said she is watching the debate now.
