Well, not everybody will get good score on WISC.
1. The ones taking it have good reason to take it (kids will likely to get high scores).
2. Only good scores will be submitted (if it turns out the score isn't good, either give up appealing or just appeal without the score)

Thus that's why the appeals with WISC shows very high success rate.

Small number of people choose to appeal without wisc.
Most don't make it, small number of the small number make the appeal.
WISC is almost a must when appealing, but not a requirement.
