University of Pennsylvania is the public flagship of Pennsylvania, with the main campus in Philadelphia and several other ones including Camden and Hershey.
Similar to the University of Virginia, it is indeed a "public Ivy" and was founded by a founding father, Benjamin Franklin. Neither UVa or UPenn are private schools though, they are public schools.
There's actually a federal law that mandates that the University of X designation be reserved for public schools only, to avoid confusion and fraud. University of Chicago, for example, is the Chicago branch of the University of Illinois (whose main campus is in Urbana-Champaign).
