We just went through this with my high stat D. We live in New England. We did our own walk around summer visits and she applied to URI, UNH, UMass, and UConn. UVM and UMaine just didn’t have the programs she wanted. Personally, I don’t understand how UVM justifies it’s costs. UMass topped the list for academics, college town, and communication. All were generous with merit.

Why? Can you say what there is to dislike about UMass-Amherst so strongly? I toured with my DS18. The campus itself will not win any beauty contests. It is a hodgepodge of 60's architecture and utilitarian buildings along with a few Georgian-ish red brick buildings for that college campus feel. But the landscape of the Pioneer Valley is beautiful. Academically there are a wide variety of academic programs. They have strong research programs in many scientific fields. And access to the Five College Consortium is nothing to sneeze at. I really wanted my DS to choose the school; he preferred a smaller college and went with an SLAC

University of Pennsylvania is the public flagship of Pennsylvania, with the main campus in Philadelphia and several other ones including Camden and Hershey.

Similar to the University of Virginia, it is indeed a "public Ivy" and was founded by a founding father, Benjamin Franklin. Neither UVa or UPenn are private schools though, they are public schools.

There's actually a federal law that mandates that the University of X designation be reserved for public schools only, to avoid confusion and fraud. University of Chicago, for example, is the Chicago branch of the University of Illinois (whose main campus is in Urbana-Champaign).
