That is the exact order and paragraph that I was citing in the link. Youth sports are not "excepted," they are subject to the same rules as all other recreational sports, which limit the number of spectators. What is it that you were claiming they were "excepted" from?
Our minds are not meeting, even though it seems we are looking at the same thing. Youth sports isn't a gathering neither is school. So yes, the spectators will be limited per field, but they will not include in the 25 number the players, coaches, and officials. And this is for games. For practices, you probably can't watch at all. But I am speculating. For futsal, unless you are at TSJ or playing outside, I would expect to not be able to watch, and if outside, be ready to watch from the car.
TSJ is working on a live stream for basketball, which I assume will also be for futsal. No spectators for practice.
