President’s Cup is designed to be a level down from State Cup. Like the NIT of youth soccer.

USYS teams can join the VPL/NPL tournament and VPL teams can join the USYS State Tournament, including ECNL team. State Cup is the Premier National Tournament and leads to the National Championship tournament, which BRYC, McLean and Arlington have all won in recent memory.
