Huh. Because NOBODY I know has gone out of state to the beach, let alone flying to Florida, California, and the Caribbean.

Also, to OP - Hogan won't override Smith. It would have to come from Elrich. Hogan has said that counties and local jurisdictions can be more conservative in their approach.

For example - some counties (including Montgomery and PG) entered Phase 1 and Phase 2 after the state's initial entry. Similarly, Gaithersburg didn't enter phase 2 until Monday, July 6, much later than the county on June 19.
