I must admit, I'm also fixating on this. I'm outraged at how the county has handled this. I've already filed a few Public Information Act requests for records, and will probably do a couple more with different parts of county government.

I've also been talking to my Councilmember's office. Though, that just pissed me off even more. They say they're getting a lot of questions/concerns about this, but they couldn't provide me with a single example of something Councilmember Rice has done to try to make things better.

To clarify, I already talked to a bunch of people. I talked to the Councilmember's chief of staff. I emailed with the Assistant Superintendent of Maryland Public Schools. I talked to the Director of Montgomery County's Child Care Resource and Referral Center (who seems to be stepping into a quasi-regulatory role, at least temporarily).

It' pretty clear nothing is going to happen. The state has no control over what Montgomery County does anymore, so don't expect the Department of Education to save us. The Child Care Resource and Referral Center simply doesn't care. Within the same 60 second period, she claimed she had nothing to do with interpreting what the County Executive Order's text on child care means, while later acknowledging she wrote the language on the county website that required EPCC providers. And the councilmember's office offered condolences for the difficult situation, but may it clear that Rice would not take any step to try to reopen daycares before Elrich does. The claim was actually the councilmember couldn't do anything even if he wanted to, which I don't think is true (I posted about that issue in the local politics forum).

Good for you- off to write my councilmember too. At one point the council sent a letter to Hogan stressing the importance of childcare, so at least at one point some of them pretended to care. I fear they’ve moved on to other things at this point, like expanded street closures (which is great and all, but not what is most helpful to my family right now).


Hogan needs to override Elrich on this. It’s ridiculous.

So wait — if a center has been operating as an EPCC, they can stay open, right?

Ours has been open the whole time as an EPCC and we haven’t heard anything about them having to close.

MSDE announced on June 10, as part of the State's phase 2 plan, the reopening of childcare programs in Maryland. ******Please note, Montgomery County is currently in Phase 1. When Montgomery County transition to Phase 2, we will then align with the State.****** All childcare programs can reopen AT THAT TIME as long as they have competed and submitted a reopening verification form from MSDE and follow new group size guidelines. Centers: Class sizes in child care centers are now expanded to a maximum of 15 individuals per classroom with a ratio of no more than 1:14 for three and four year-olds. This is a temporary relaxing of the regulations. Ratios have not changed for infants and toddlers.
Family Child Care will revert back to pre-COVID-19 regulations with no more than 8 children with a maximum household capacity of 15. This does not mean 15 children. This means the adults (residents) in the home combined with the 8 children cannot exceed 15.
Current EPCC and EPSA programs do not need to complete a new form. They do, however need to submit a personnel list and staffing pattern to their licensing specialist. They also need a qualified staff person in the 3 and 4 year old classrooms.
Montgomery County will continue to support child care programs with essential supplies (PPE's and cleaning supplies) based on actual enrollment through July 11. Lists will come directly from MSDE. Programs will receive an email Monday morning from "


OP here. Our daycare is opening June 24th so I was pretty close with my prediction!

Anyways, I don't know if 1:14 for a 3 year old is a good idea. That seems really high. I'm trying to convince my DH to do it in July.
