Separate the police. Adopt something closer to a European model, which is far from perfect but better than what we do:
Detective, criminal investigators, and similar specialists are in agencies that report to prosecuting attorneys only. They are not part of the uniformed police bureaucracy.
Uniformed cops still exist in multiple agencies, but there are fewer agencies. And since the uniformed agencies do not include the investigative component, these large masses of armed personnel cannot just dominate the entire criminal justice system the way that police do here.
Special police who perform government guarding functions do not have full-blown, all-locations, 24x7 police authority. In many cases, unarmed.
