I’m more worried about having a job than I am about some arbitrary cutoff date. But, you keep worrying about the big things like what age group your kid is in.

So you want to change how the entire school system works instead of sticking with birth year sorting.

Simple solution is not to allow parents to hold back their kids except with full evaluation (not your primary care) and proof child has been in services for at least 2 years and not improving to the level needed. That way there is not such a discrepancy in ages. I have no issue with my September kid playing with older kids. Makes him work harder and if he gets the same grades as your held back kid, mine is smarter by age.
