DP, but yes. If there's no camp at all, effectively spreading the loss seems fair. But if there is camp and Larla, who wasn't planning on going to Calleva before gets a spot and I don't, I shouldn't have to pay to effectively subsidize Larla.

It’s really no different than if they had (or have) to cancel outright. At least this way, they can get a sense for who would actually still want to attend.
There is a big difference between cancelling outright because camp can't be run safely and kicking people out and having (potentially different) people register. Especially if there are people who were originally registered who aren't able to register this time. Why should they lose their money?
