DC needs those commuters or they'd be worse off than now. Imagine if those thousands of workers didn't decend into DC every day to spend money directly and indirectly keeping DC afloat. It would look worse than Baltimore.

What does a dirt bike cost? DC should pick a stretch of road somewhere in a 'hood, dump a ton of recycled concrete or gravel or whatever there, shape it into dirt moguls, and let t anyone with a dirt bike have at it. We close a lot of vehicle lanes for bicycles, so there is a precedent here.
