Fine, then elementary schools that have a Germantown address should go to a MS, and a HS that are in Germantown. Elementary schools with a Clarksburg address should go to Middle Schools and the high school that have a Clarksburg address.

As you probably know, what "Germantown kids should go to Germantown high schools" means, historically, is, "We don't want those poor black and Latino kids from Germantown at our school in Clarksburg."
There may very well be poor black and Latino kids from Germantown just as there are other ethnic groups from various SES there. It's not like Germantown is all poor. Note Clarksburg is already pretty diverse. It really doesn't need Germantown to up it's diversity so I don't buy it. BOttom line, Clarksburg HS was meant to serve the Clarksburg community. Seneca Valley was meant to serve the Germantown community. Let's focus on making Seneca Valley a great school, so that people in Germantown would WANT to go to Seneca Valley.
