Daughter needs to report this to whomever supervises RAs at the college. This is not normal or typical.
get out of there silently as possible and never talk to the BS ex-roommie again. don't even pre-announce the move. do it all, fast.
no retailiation, but might make sense to document this all to a level or two above the RA for CYA purposes. Restraining order a few steps down the road if things continue.

When i was in college, I worked in the office that handled these things.
It would be really hard to prove destruction of property--so don't expect any money or repayment.
But you should report these things, because if the school knows what it's doing and they suspect (but can't prove or don't know) if someone might have some issues with these things, they won't put someone else with them next semester.
For the most part, I think if your daughter just quietly moves out, there probably won't be any further issues, particularly if they are in different classes, activities, etc. Out of sight and out of mind.
