I really don't see this as a predator intentionally molesting someone. He reached around to side hug her. She is short, his hand touched the side of her boob, rather than her waist. You don't touch ANY part of someone's body without their consent. Whether he touched her breast or not, he was holding her in a way that violated her personal space and she couldn't move away while looking visibly uncomfortable. Keep your hands to yourself, and you don't have to worry about misplacing your hands or them "accidentally" slipping onto a boob.
