Mueller did say Trump is a "subject" of the investigation, so Trump can not claim that he is not under investigation. This also means he can't so much as think of firing Rosenstein or Mueller anymore. Because, oops, direct obstruction.

He's not a "target" yet.

They are baiting Trump into an interview.
