I did my undergrad at UW and my grad at UMich. The temps are the same, but it’s cloudier in MI. Other parts of Wisconsin are colder, but Madison is pretty far south. I loved UW and Madison, but as the pp said, it is blindingly white.

Despite that, the department has maintained a level of excellence in certain sports including the income generating football, Men's basketball and women's hockey and volleyball.

Yes and GA Tech - I forgot about them.
And to the 'special waivers" it isn't for GPA or ACT but rather the UW has an entry language requirement that all Wisconsin high schools have as core curriculum,but out of state athletes may not have to fulfill. So on occasion, the admissions office may grant a waiver for circumstances. I can name 5 very high level recruits in football and basketball over the last two cycles where admissions didn't grant the waiver, so it is very very rare.
And duke and boston college and wake forest and blah, blah, blah. Who cares about athletics? Wisco is a clown school on a lake somewhere in the midwest.
