The plan encountered a problem in step 3) -- he didn't find anything -- and there was nothing substantial to say.

Still the media continued to drum up the false narrative. But the voters didn't buy it, and 4) voters let him win.

Just because Trump said something does not mean it's fact. After all, in his address to the joint session of Congress he made 61 statements of which 51 turned out to contain falsehoods.

If Trump said something it's more likely to be false than true.
