Of course you can, but why would you want to? Seriously, just the way you frame your question points to a mother-daughter relationship in potential trouble and one that could be strengthened by different ways of communicating and more respect shown to your daughter. Do you really want to be looking for opportunities to yell at her just because you can? Of course you "can", you're the parent and as long as what you do stops short of abuse that CPS or law enforcement would care about she's stuck with however you treat regardless of how fair or pleasant it is. Do you really want to raise your kid in a way that your focus is on confrontation rather than on working together for a mutually agreeable solution?

Also, this is an incredibly minor issue, the amount she ordered seems fine to me, and to want to yell at her for this strikes me as absurdly controlling on your part. You might want rethink both your approach and the things you choose to make into issues at all.
