You are probably right about that. That guy (I assume it's a guy) is weirdly obsessed with UVA. I can't imagine there is really that much overlap in the applicant pool between the two schools.

On a related note, my not stellar HS BF got into Johns Hopkins undergrad with a not particularly preview GPA and a mediocre SAT. They invited him to interview and literally told him in the interview view that what stood out the most was his chutzpah in applying when he clearly wasn't typical Hopkins material. He got in.
So the winning strategy is to apply when clearly not qualified and that will get you in? More students should try.

FWIW, I totally low balled my SAT scores to my friends in high school. I didn't want anyone to know; didn't want to be embarrassed if everyone had higher expectations of me and I didn't live up. I actually got my wchool's higest score that year and I lied even to my BF and said it was 200 points lower tha it was.

That's only for EA. Approx. 4000 in-state applied and approx. 2000 in-state got in. The EA kids usually have their acts together so present a stronger field of applicants. Also many are legacies, athletes, international students, etc. DS is in the running for the Jefferson Scholarship. 35 ACT, 36 in math. For the Jefferson, his school had to rank him, which is something our school avoids.

There are quota systems coming out of each high school in NoVA. They will say there is no quota, but indeed there is.
Quota system explains 1600 out of 2400 and 3.3 GPA student getting accepted to UVA?

Certainly applicants with truly compelling stories will have an advantage. In this case there's definitely something OP doesn't know about this application to put it in the admit pile. Unless it's a lie. One or more of these happened here:
Lies were told (by applicant on the application or after)
Mistakes were made (clerical error)
An experiment or random act (let's take a random candidate and see how she does or let's drop all the files and accept the ones that don't overlap on the floor)
And/or a truly compelling story.
