This. Lifelong Maryland resident here. If someone says "Maryland" or U Maryland" they are talking about College Park. The other universities are called "UMBC" or other more specific names.
Exactly the same thing with University of Wisconsin, University of Illinois. University of California -- everyone knows that these refer to the flagship, but some people get uptight about not including the city.
Not really for California, Berkeley and Los Angeles are both flagships.
You can't have more than one flagship, Berkeley is the oldest school in the UC system. UCLA is a terrific school, but it's not the flagship of the UC system.
More to the point, when someone says California, they refer to Berkeley not UCLA.

FWIW, my son chose UMCP over Berkeley and other top options. UMCP offered him a full ride, and DS has absolutely flourished there and received excellent guidance and opportunities.
For interested parents--be sure to look into the Gemstone research program and other honors colleges at UMCP.
