This is fraud. Nevertheless, it's the school's job to investigate it, not the parents' - if for no other reason than that it may negatively impact your kid's friendships and relationships in school. Let the schools do their investigating.

If OP reported to the school, and there was a legitimate reason for the situation, would the investigation be over and completed in about 10 minutes? ie, the time it takes to look into the file? Why would the child or family even need to know that a report was ever made?
