The OPM website additionally stated that all government business would open at 12:00 noon. Now, ask yourself, is the government day care a government run business that would open at noon?
I was in my office at 5:58AM. My office was open.

For people who live close by, they leave home at 10 as directed get to work at 10:15 ready to drop child and report as instructed. I would expect Bright Horizons or who ever runs the center to accommodate that. They are not federal employees. Aside from the fact that they use federal space, that is no different then any other center.
