That's military. You're taught in military correspondence to use v/r when signing a note to a superior, and to use /r when writing to a subordinate. Plenty of gov folks have picked it up and used it.
FWIW, it annoys me, too--I only used it when on active duty. Find it obnoxious in the private sector.
