That's military. You're taught in military correspondence to use v/r when signing a note to a superior, and to use /r when writing to a subordinate. Plenty of gov folks have picked it up and used it.

FWIW, it annoys me, too--I only used it when on active duty. Find it obnoxious in the private sector.

My personal favorite is

"thanks..."

As if they're being sarcastic and didn't even mean to say thanks.

I try to end all my emails with "thanks," and I throw in a second "thanks" if possible.
