What if someone had a driveway and let their commuting friend park in their driveway? It's essentially the same thing. I think the guest pass essentially "entitles" you to a spot that's available.

I don't have a dog in this fight as I pay for a parking space, but I don't really agree. If someone doesn't have a nanny are they supposed to just throw their pass away?
A nanny is a "guest"/employee in your home. A friend who uses your pass to commute is not.
If you don't need the pass regularly, just put it in a drawer.
