There's was it the US' fault, and there's what's the root cause so we can prevent it in the future (assuming we want to/have the capability to/...). Hesgeth's not saying what he knows to be true today - The US did it. But he also knows that the details about how we came to do it are under investigation, and such investigations take time. Probably due to an old map. How did the old map come to get used? Why wasn't it reviewed? Who missed the handover from the IRCG to the school?
