They didn't have to put it into a campaign speech because Biden actually tried to implement it as a rule applied to Title IX:
"The proposed rule — which would have required states to allow biological males who identify as female to compete in girls’ and women’s sports — is separate from an extended civil rights protections rule for LGBTQ students under Title IX, which is still being challenged."
Biden backed off once there was an uproar.

You don’t understand it because you are a DCUM Democrat, almost certainly UMC or wealthy, almost certainly a woman, probably white. You are one of the people that everyone else resents because you’ve attempted to shove a belief system you think makes you the best person, better than others, down everyone else’s throats.
Just FWIW, I do not support Trump’s behavior here at all. But the hermetically sealed echo chamber that convinces themselves that everyone agrees with you is wrong here.
Trump is a generationally clever politician. He’s picked an issue where wealthy white Democrat elites are on the opposite side of the rest of nearly the whole country, and he’s using it as a way of demonstrating that the Democratic Party doesn’t listen to its voters, is out of touch, etc. So when he is demanding an apology, people see him as demanding an apology from a bunch of wealthy elitists who believe they are better than everyone else. They don’t see it as bullying. They see it as him fighting for the underdog against power structures and people that hate them.
This is impossible for most DCUM Democrats to understand, however, because it requires them to admit that they are wrong, and not superior people. It requires them understanding that their adherence to political orthodoxy and fundamentalism has alienated large swaths of the voting population. It requires progressives to admit that they are as religious as the fundamentalist Christians, just on different issues. And that’s never going to happen, so you will remain puzzled that most of the rest of the country doesn’t see this quote the way you do.

Can you show for me, EXACTLY AND SPECIFICALLY, where Kamala Harris or other major Democratic candidates running in 2024 had "put men in womens sports" as part of their campaign platforms or anywhere in their campaign speeches?
Show me something specific and maybe I'll start to get it. If not, maybe you can start to admit you're the one who's wrong and to acknowledge that the GOP ran a massive smear campaign claiming they did. Bob Casey for example lost because of that smear campaign and NEVER ONCE said a single thing about women in mens sports.
So either provide specific evidence if you want me to "get it" or back off and change course.

I’m not sure why “I endorse everything Biden did and wouldn’t change a thing” a few weeks after he drastically rewrote Title IX isn’t specific enough for you, but perhaps you lack the ability to make logical leaps.
Also, here is why “only 10” doesn’t work: People don’t distinguish between NCAA and their local track meets on this issue, so already “only 10” sounds like a lie. And the number of podium spots lost is growing; every widely circulated video of a high school natal boy blowing out the competition makes that number seem even more of a lie. But also, Democrats have traditionally not put a number on fairness. In other words, Democrats have, in the past, put themselves forward as being the party that fights to correct unfairness even if only a few people are hurt by that unfairness. But here, with the “only 10” messaging, Democrats are essentially admitting the situation is very unfair but there aren’t enough people harmed yet for them to care. That is absolutely terrible messaging.
The argument that it only affects a few people is so confusing to me. If a man set a NCAA women’s record it takes that away for ALL girls! Not just those in the meet that missed the podium, my 10 year old female swimmer now has a record that is out of reach for her and every girl!!!
