I could pretty easily nail her on three employment violations:
1. Time card fraud
2. Lack of approval from agency for outside employment
3. Unauthorized use of federal government property to conduct commercial business
The Douglas Factors memo would be quite easy to write given the video evidence and the fact that she’s in a leadership position.
But since she’s a probationary employee, I’d just do a few sentences and with links to the public news reporting. That should satisfy the MSPB in case she appeals.
