I just posted Ann Taylor bc it sounds suitable safe for what you need. Another option would be go to Sarah Campbell. They have nice sleeveless dresses and some have coordinating jackets.

Too formal/long and inappropriate for cocktail attire. I know it’s kind of blah but Ann Taylor has classic cocktail dresses. You could always throw a wrap over one if it’s cold.

There's nothing worse than someone who dresses entirely inappropriately for the weather - sartorial ignorance, indeed. March is usually quite cold. A light, flowy, floral is perfect for the late spring and summer. Velvet - especially short-sleeved - is perfect for colder weather. Like March. I would absolutely wear that dress to a March wedding rather than shivering in a freezing dress meant for warmer weather.
