DS only brings DS kids. Once in a while if there isn't a goalie that can play they will bring in a goalie. That's for boys, girls, all levels. The DS commissioners are on it.

Yes they will typically ask their friends or the best players. If you can only play 6v6 and only want to carry 12 players wouldn't it make sense to ask the best DS kids and/or the ones you are friends with.
To this point, a few years ago I found my child on the outside of one of these teams. I started by own team and we had a 2nd DS team in the same bracket. Anyone can enter a team, if they aren't happy their kid wasn't invited. Go recruit 12 kids in the program and have your own team.

Don't be clueless. Why should someone who is running an event that benefits the lax community need to enforce it. How would he even be able to enforce it? How could he possibly audit a roster? It is not even an issue in HS so just tell MJ thanks for keeping this event running and move on. If you did not play for DS U12 be thankful those kids have to deal with a person like that in the Spring.
Why even have policies? If you plan to ignore them, no need for window dressing.
The policies are stated on the registration. That is all he needs to do. If people ignore, it is on the coaches not the person who runs the event. Again, how could he even enforce it? How would anyone know the rosters other than the coaches? It is an honor system. If you cannot live with that do not sign up.

You forgot to add other than the 1 win against an overmatched team, they lost by 25 in their 4 losses, never scored more than 4.
