College soccer coaches have no pressure to win. As a college soccer coach you hang around for decades with a losing record.
Same can be said for most soccer coaches here in any platform or league. This is where the large argument stands to implement pro/rel and start rewarding coaches, players, clubs etc for actual merit and not some marketing tactics.

Argentina obviously has terrible coaching and can’t develop good soccer players. That’s why Messi went to Spain.

The comment about pros recruiting college players sorta makes the point about the flaws of how we do things. The college pool is really the only game in town. By the time it gets to that point the kids that could truly play the game the right way are demoralized and likely out of the game. So while the ones that play nwsl are the best of the best they are the best of the best that rose to the top in a flawed system.
