NC native here and NC State alum (Go Pack!). NC State is about 82% NC resident, which is mandated by the state. Same for UNC.
But the other 18% as athletes is nonsense. Two of my boyfriends were not-even-close to being an "athlete" and both were out-of-state (MD, FL).
To the OP - NC State sounds like it might be a nice fit for your daughter, but definitely check the admissions statistics. If she is going test-optional, she'll need a high rigor and GPA. The UNC System hasn't yet decided whether the schools will be test optional after this year.

I would not recommend ECU, at all.
You really need to visit these schools. For example, UNC Charlotte is way out of town -- basically in the next county. It is far from downtown Charlotte.
The % out-of-state kids at Charlotte and UNCW is about 8%. I don't know about ECU, but there is no way I'd send my kid there from out-of-state.
