I haven't gotten the latest results, but DC had a solid 4 in math last year. On their MAP, they typically score about 25 points above the 99% in the 300s.
How are you using "typically"?
It sounds like you are describing their performance around the time of MCAP last year (spring 7th), but for Fall of 8th, 270 is 99.1%ile, so 25pts above is 295.

MAP is a fine test. I'd pay attention to that not MCAP.
MAP is also an MCPS test, whereas MCAP is a state test. It isn't MCPS job to handle MCAP. If you are unhappy, write your state legislator about it.

+1. It's used in many states. Many times a year. It's a very reliable, nationally normed standardized test.
