USNWR pulled it down because of the percentage of Pell Grants, which, as you know, UVA has no control over because Pell Grant eligibility is determined long after admission. Also, this year, even later because of the FAFSA mess.
And we all know that the percentage of Pell grants has nothing to do with student quality.
