Yes, all governments do a lot of ceremonial stuff. Very few good governments prioritize the ceremonial stuff over the important stuff.

No, somebody did that as one of their many work tasks.
I typically work on multiple tasks, during the work day. You probably do too.
Doesn’t matter. Whatever time is used to write that drivel is wasted.

Not to mention read a bunch of speeches. The Youtube video is almost 17 minutes and it starts with the entire council and their guests already assembled.
It is okay to say that pronouns matter and that they have overdone it.
