yes, age of consent means age of consent - Continental Europe and the UK are not like the US on this at all.
They do not have to both be 16.

A ‘creepy’ clip of Russell Brand appearing to forcefully plant a kiss on Liz Hayes’ lips while trying to unclip her bra has resurfaced amid shocking rape allegations.
The Australian journalist had been interviewing the actor and comedian for a segment on Nine's Sunday night show, 60 Minutes, back in 2012.

I am a woman who has been sexually assaulted. It diminishes what happened to me when people cry wolf. When Hollywood starlets who didn’t make it sleep with famous people and then later have regrets? Cry me a river. I was sexually assaulted by a random stranger who cornered me and forced himself on me. It absolutely minimizes what I went through. It makes me feel like my experience is nothing and no one cares, even though it was much worse in reality.
Russell Brand didn’t need to corner a random stranger. That is so unplausible. He slept with a pulse who was receptive, he didn’t need unreceptive partners.
SA is about power. It's not about the ability to find a receptive partner.
Please use this as an opportunity to understand that not all victims had the same experience as you.
